Talent RISE

Talent RISE operated a five-week, kaupapa Māori-aligned work readiness programme in Wellington, designed to equip Māori and Pasifika NEET rangatahi with the tools, confidence, and cultural connection needed to transition into employment. Former programme graduates turned facilitators, Taylor-Rose and Jade, created a safe and supportive environment where participants could thrive, combining practical skills with personal development and post-programme pastoral care.

“Everything we do is for and by young people. We want them to feel like they own the process. Giving them that sense of agency is really important."
Taylor-Rose Lealaisalanoa & Jade Kopua
Co-Founder and CEO of Company
Ngāti Porou, Fasito’otai, Vaito’omuli Palauli, and Ngāti Porou, Ngāti Tūwharetoa, Tainui-Waikato

What Sets Them Apart

  • Youth-led and peer-informed facilitation
  • Kaupapa Māori and Pasifika wellbeing frameworks (e.g., Te Whare Tapa Whā, Fonofale)
  • Holistic and culturally grounded pastoral care post-programme
  • Emphasis on identity, agency, and whanaungatanga
  • Real-world career pathways and industry partnerships

Tauārai – Barriers

  • Persistent biases against young people and their cultural backgrounds in hiring
  • A tough job market with limited entry-level or culturally safe opportunities
  • Difficulty transitioning from programme completion to sustainable employment

Recommendations

  • Embed kaupapa Māori principles in curriculum design and delivery
  • Provide structured, long-term pastoral care to maintain momentum
  • Collaborate with employers to reduce hiring bias and promote diversity
  • Invest in youth-led facilitation models and peer mentoring
  • Expand pathways for study, micro-credentials, and job placements
  • Celebrate milestones to build pride and increase programme visibility

Why It Matters

Talent RISE shows the transformational impact of culturally inclusive, youth-led workforce development. By championing the potential of Māori and Pasifika rangatahi, the programme offers a model for how to equip young people with the tools and confidence to succeed, while challenging employers to create more inclusive and equitable workplaces.

At the time of this interview, Taylor-Rose and Jade were part of the Talent RISE team in Wellington, which since has been closed due to funding and structural changes, a reflection of why sustained strategic support and investment are critical for long-term impact.
